Alaska Retirement Management Board Resolution
The Alaska Retirement Management Board (ARMB) is dedicated to maintaining the financial stability of Alaska's Teachers' Retirement System (TRS) and Public Employees' Retirement System (PERS) through careful management of unfunded liabilities. The ARMB has historically adopted a proactive approach to reduce these liabilities, understanding the importance of timely action to protect the systems' financial health and avoid burdening future budgets and participants. The ARMB has adopted a flexible approach that allows for the layering of new unfunded liabilities with amortization periods of less than 25 years when appropriate. In 2014, legislative changes reverted to the level-percent-of-payroll method and extended the amortization period to 2039, alongside a $3 billion infusion to bolster funding ratios. In 2018, the ARMB considered implementing a layered amortization approach for greater flexibility. The ARMB interprets the 2014 legislative intent as requiring the original unfunded liability as of 2014 to be fully paid off by 2039 and asserts its authority to amortize new layers of unfunded liabilities over shorter periods, aligning with actuarial best practices.
